Tim Douglass is the elected President of AFSCME Local 127. Tim has held this position since 2022. As President of AFSCME Local 127, Tim works to secure better wages and better working conditions for the skilled and essential employees of the Cities of San Diego, Cornado, and Lemon Grove, totaling approximately 175 job classifications, 15 departments, and 2,200 bargaining unit members. 

Tim grew up in San Diego and started his career with the City of San Diego in 1994 as a Pool Guard at Swanson’s Pool at the Standley Recreation Center while still attending University City High School. After high school, he relocated to Santa Barbara to continue his education at Santa Barbara Community College to complete a two-year trade program in Marine Diving Technology. Among others, this program included courses in commercial hard hat diving, underwater welding, marine survey work, remote control vehicle operations, salvage, rigging, and seamanship skills. After completing this program in 1999, he returned to San Diego to continue his education at San Diego State University as a part of its Criminal Justice program.

Tim resumed his career with the City of San Diego. In 2000, the City of San Diego re-hired Tim as a Ranger Diver within, what is now known as, the Public Utilities Department. As a Ranger Diver, Tim oversaw and monitored all the reservoirs of the City of San Diego, directly applying his commercial diving and boating safety skills. After 5 years as a Ranger Diver, the City of San Diego promoted Tim to Reservoir Management of Lake Hodges. In 2007, Tim promoted into the Boat Operator Series as a part of the Marine Biology Ocean Monitoring Program of the City of San Diego, one of the largest in the United States. Tim has been a part of the Boat Operator Series since, Tim has provided over 27 years of service to the City of San Diego.

The members of AFSCME Local 127 elected Tim as Vice President in 2001. After gaining this experience as Vice President, Tim ran for President. The members of AFSCME Local 127 elected Tim as President in 2022. In addition to fulfilling his duties and responsibilities as President of AFSCME Local 127, Tim holds many other roles:
