AFSCME Local 127 presents before City Council of San Diego

Last year, Tim Douglass, President of AFSCME Local Council 127, and Andres Alva-Cardenas, Business Representative of AFSCME DC 36, traveled to Sacramento to speak in support of AB 2561 to inform the California State Assembly Committee of Public Employment and Retirement of their experience remedying high vacancy rates within the Environmental Services Department of San Diego. 

AB 2561 went into effect on January 1, 2025.

AB 2561 amended the Meyers-Milias-Brown Act (MMBA) to require public agencies, or employers, to report the status of vacancies and recruitment and retention efforts to the public on an annual basis before passing a budget: CA Government Code Section 3502.3. 

Last week, Tim and Andres presented before the City Council of San Diego on the implementation of AB 2561. 

During the presentation, they explained the scope of our “essential” bargaining unit work, the impact of vacancies on bargaining unit, their advocacy to support AB 2561, and their expectations moving forward.
